Getting pre-seed funding for startups or small businesses in Baltimore is really hard. It seems like there are dozens of seed-stage funding resources, but not very many for pre-seed stage ventures. Does anyone have any suggestions for good pre-seed funding sources for a for-profit business in Baltimore?
